MISSION
(In accordance with Article 2 Decision No. 37/2020/QD-TTg dated December 23rd, 2020 by the Prime Minister)
The Vietnam Exchange and its subsidiaries have the function of organizing the securities trading market in accordance with the provisions of the securities law; other functions in accordance with the law and the Company Charter of the Vietnam Exchange.
Vietnam Exchange main missions are as follow:
- Establish investment and development strategies, 5-year operational and business plans, annual operational and business plans;
- Establish rules on securities listing, securities trading, information disclosure, trading members, and other professional regulations related to organization and operation of the securities market; promulgate transaction supervision criteria; establish transaction supervision reporting standards applicable to trading members of the Vietnam Exchange after being approved by the State Securities Commission;
- Approve, terminate trading membership of the Vietnam Exchange; manage, supervise, examine and handle violations of trading members in accordance with the securities law; act as a mediator at the request of trading members when disputes arise related to securities trading activities;
- Supervise the Hanoi Stock Exchange and the Hochiminh Stock Exchange in implementing the regulations on operational activities and supervisory duties; general supervision of securities trading, information disclosure activities of listed companies, UPCoM companies and investors subject to information disclosure; supervise listed companies, UPCoM companies and investors;
- Establish plans to develop information technology systems, new technologies, new products; directly implement or assign Hanoi Stock Exchange, Hochiminh Stock Exchange to implement these plans;
- Support the development of the securities market through training, propaganda and knowledge dissemination; provide market information services and information services related to listed securities, securities registered for trading; provide technology infrastructure development services for the securities market and other related services as prescribed in the Company Charter;
- International cooperation with foreign Stock Exchanges and international organizations;
- Manage and supervise the Hanoi Stock Exchange and the Hochiminh Stock Exchange in accordance with the provisions of the securities law, the enterprise law, the law on management and use of state capital investment, and the Company Charter;
- Report and recommend to the State Securities Commission on remedies and responses to issues, events, unexpected fluctuation that can affect the integrity, stability and safety of the securities trading market; violations by trading members of the Vietnam Exchange; violations by investors, listed companies, and UPCoM companies;
- Other duties as prescribed by law and the Company Charter of the Vietnam Exchange.
Hochiminh Stock Exchange main missions are as follow:
- Organize and operate the equity stock trading market and the market for trading other types of securities in accordance with law;
- Supervising securities trading activities; supervise information disclosure activities of listed companies, UPCoM companies and investors subject to information disclosure; supervise trading members of the Vietnam Exchange in accordance with the securities law;
- Invest, develop and implement information technology systems, new technologies and develop new products according to assigned tasks;
- Warn, control and restrict trading of securities in accordance with the law and regulations of the Vietnam Exchange;
- Halt, suspend trading of one or more securities in case the price, trading volume presents abnormal fluctuations, the listed companies or the companies fails to take remedial measures in case of securities under warning, control, trading restriction or to protect the legitimate rights and interests of investors and ensure the stability and safety of the market;
- Approve, amend, delist, cancel trading registration and supervise the maintenance of on-going listing requirements;
- Inspect and handle violations by listed companies and UPCoM companies according to the regulations of the Vietnam Exchange;
- Provide auction, bidding services; services of market information and information related to securities trading; technology infrastructure development services for the stock market and other related services as prescribed in the Company Charter of the Hochiminh Stock Exchange;
- Propagate and disseminate knowledge about securities and the securities market to investors;
- Report to the Vietnam Exchange, report and recommend the State Securities Commission to handle violations of investors, listed companies, and UPCoM companies in accordance with the law;
- Establish procedures to implement regulations on operating activities within the scope of assigned tasks;
- Other tasks as prescribed by law and the Company Charter of Hochiminh Stock Exchange.
Hanoi Stock Exchange main missions are as follow:
- Organize and operate the derivatives trading market, bond trading market and other securities trading markets in accordance with law;
- Supervise securities trading activities; supervise information disclosure activities of listed companies, UPCoM companies and investors subject to information disclosure; supervise trading members of the Vietnam Exchange in accordance with the securities law;
- Invest, develop and implement information technology systems, new technologies and develop new products according to assigned tasks;
- Warn, control and restrict trading of securities in accordance with the law and regulations of the Vietnam Exchange;
- Halt, suspend trading of one or more securities in case the price, trading volume presents abnormal fluctuations, the listed companies or the companies fails to take remedial measures in case of securities under warning, alert, control, trading restriction or to protect the legitimate rights and interests of investors and ensure the stability and safety of the market;
